The following proposals have been received for debate at the forthcoming GM on Thursday 29th August 2013.
1) Proposer Dave Kelleway Seconder Mark Golden
I would like to propose that for a motion to be debated at the relevant AGM/GM then either the proposer or seconder must be present at the meeting.
2) Proposer Committee
Anything debated must then wait a further two years before it can be debated again.
3) Proposer Committee
A postponement can be allowed under the following circumstances. Both teams agree to the postponement and the date for the match to be played will be supplied when the teams ask for the postponement. This will be within 28 days of the date of the original fixture and at least 7 days before the end of the season. Maximum number?
4) Proposer Dave Kelleway Seconder Mark Golden
The rule to allow a team to compete with only three players be changed to the league only.
5) Proposer Dave Kelleway Seconder Mark Golden
The statement that we are here to promote pool in Cambridge should be changed to promote pool in the Cambridge Area.
6) Proposer John Chapman Seconder Mark Golden
All members of teams competing in the TKO Final should be dressed in black trousers, black shoes and a shirt with a collar. Failure to observe will result in a £10 fine per player.
7) Proposer Amanda Rout Seconder Garry Browne
The Ladies Doubles and Mixed Doubles revert to alternate visit format rather than the present Scotch format.
8) Proposer Steve MacDonald Seconder
(a) Individuals or teams that are unable to attend the second round of a CAPL competition must inform the competitions secretary prior to the date of the competition (NB – The period of time advance warning must be given is open to debate). Failure to do so will result in the offending individual(s) being banned from the corresponding competition in the following season and/or fined.
(b) In the event of an individual/team being unable to attend the second round of a CAPL competition, the losing finalist at the absent individual’s first round venue will be reinstated to the competition. If this person cannot attend no further substitution will be made into the competition. Reinstatement to the second round will remove the individual’s entitlement to participate in the men’s singles plate competition where applicable.
9) Proposer Committee
When teams are level on points places are decided on head to head, then number of wins, then number of frames and finally a play off if it is for a meaningful place.
The head to head results are quite straight forward when only two teams are involved.
However, when more than two teams are involved it can be interpreted in a number of ways. When more than two teams are equal on points then all matches between those on the same number of points will be analysed as follows: Most number of points followed by most number of wins followed by most number of frames. If a number of teams still remain tied but this is less than the original number of teams that were level then we will go through this process repeatedly with the teams that remained tied until only one team remains or there remains a tie. In which case the order will then be decided by overall number of wins followed by overall number of frames. If still tied then it will be a play off, if it is for a meaningful place.

When teams are found to have fielded an ineligible player then the frames won by the ineligible player will be reversed and also a further penalty. In the case of league matches then it will be an automatic one/two point deduction (open for debate) and in the case of TKO/TKOP matches then it will be automatic removal from the competition.

It is the intention to introduce two new awards to be given at presentation night.
The first is induction into the CAPL Hall of Fame.
We are very keen to start this to recognise the achievements and contribution that individuals and/or teams have made to our league throughout the years up to the present day. This does not necessarily need to be someone who has won the most titles/competitions. Statistics are of course relevant for any decision but “the big picture” of their contribution to the league is what counts as well.
The second is the outstanding achievement award.
This is to recognise the achievements of an individual or team in a calendar year.
The plan is to present one (the Hall of Fame) at the presentation night following the conclusion of the summer season with the outstanding achievement award to be presented after the winter season.
The prize will be a non-returnable trophy in addition to their name being put on a plaque to be displayed for all to see. We will also try to add an extra section to the website where player/team profiles can be viewed
The format is proposed to be as follows:
Nominations (including being seconded) should be sent to me (email address on website). A list of candidates will be shortlisted and a decision made by the committee.
The reason for this is simply to stop mob voting tactics and the awards being the result of a popularity contest, or being made fun of (Justin Fashanu for Sports Personality of the Year springs to mind!)
