During a game last night a discussion started about a ‘rule’ that one team had been told about by a league secretary, that we could not find in the World Rules.
Everything was good natured but I wanted to just clarify it so if it came up again, I’d have some way to prove it was/was not the case.
Our player was on black which was over the pocket, when their player inadvertently hit his yellow so it was touching the black, so making it impossible for our player to play a legal shot (or their player to play that yellow without potting the black) Our player set about potting his opponents balls so deliberately fouling. He did this twice before their player accidentally ran into his own yellow and potted the black. The discussion that followed was one team said lucky our player did not make one more deliberate foul as: “if you play three deliberate fouls in a row, you concede the frame.” I/we said this was not the case as it was not in the World Rules. They said the same situation occurred in a previous game where they sought advice from a league secretary (I’m not naming) who said this was one of the new rules and the World Rules had not been updated.
Are their addition/amendment to the World Rules out there that we should be following?
Similarly, the previous week a player waved his cue back and forth across the table declaring, this was a deliberate foul and so two shots to our player. When I said I don’t think that is a foul as it was not in the World Rules, again he quoting the league secretary had told him this was the case and the World Rules had not been updated.

Sounds as if he was getting confused with the rules, as is common. He was probably mis-remembering the rule that if BOTH players play 3 successive shots each without hitting an object ball. it is a stalemate. You should check with the "league secretary" that allegedly told him that you cannot play more than 2 deliberate fouls, as if he did, then it needs investigating. Likewise with the nonsense about waving the cue being a deliberate foul. Another frequent one is claiming that a player retrieving the cue ball from the tray himself after an in-off is a foul. IT ISN'T! (A player removing the cue ball from the table into baulk after a foul snooker has been declared IS a foul though) There were some updates to world rules a year or so ago (highlighted in yellow on the web version) so the player (or the "secretary"?) may have been thinking of these - but they are available on the website, and were publicised to all teams at the start of the season when they came into effect. None of the changes were as described in your cases, they were mostly to reduce the categories of fouls, removing "serious standard" fouls and making some previously in that category into loss of frame fouls. As the league states that we play to world rules and provides a link to these rules, then if any "changes" are not on this link, then the league cannot have adopted them. Natural justice and common sense would dictate that we can't be playing to rules that nobody has access to - otherwise we can all just make them up as we go along! I did once have a league secretary tell me that if during a frame you have touching balls, then a timeout should be called to allow for a quick adjustment in the trouser department. I couldn't find that in the rules either...... That’s great thank you, just what I needed. As advised, I will get in touch with the secretary who allegedly gave them the rules.
