Yes, if they wish to, although it is discouraged, and if it is done repeatedly, the ref may ask you to stop doing it!

These are the relevant rules:
(2) (a) The referee will prevent any unauthorised marking of the table. If a player causes a block of billiard chalk or other foreign matter to be on any part of the table it is not a foul. However, the referee will ensure that the item is removed.
(b) If a player repeatedly causes a block of billiard chalk or other foreign matter to be on any part of the table the referee may deem that the player has breeched the Spirit of the Game and award the frame to the opponent.

That's the rules. Doubt many refs in the C.A.P.L would know them though, let alone enforce them. There seems to be a secret list somewhere of rules that people don't like to abide by!

Ha Ha, you could be right! The concern is that players can place the chalk to mark where they need to hit the cushion for a double or other shot where they need to come off a cushion at the right angle. Personally when reffing, I think like a lot of rules, common sense is needed. If the chalk is on the edge of the table next to the player, it shouldn't be a problem, but if there is any possibility of it being placed as described, then it should be removed.

The Referee should always ensure that chalk is removed. It is only if the Referee believes that chalk, or other foreign matter, is being used to mark the table that the Referee shall issue a verbal warning. Three warnings in the same frame will result in loss of frame. From the referees guidance.
