There has been various discussions this season regarding the Red Lion. Some players feel that they have used the same team that finished 4th in division 2 last season and moved to division 8 and feel this is unfair. This is something that does happen from time to time. The committee would like to propose the following rule to counter these situations in the future.
A team can consist of a maximum of two players that have previously played in a division that is three divisions higher. A player is deemed to have played in a higher division if during their last four seasons in the league they have played at least ten frames and achieved a percentage of forty in a season. A player can play up to three league matches before this rule comes into play. If this rule is broken then the standard rule for playing an ineligible player will apply. Loss of all points in that match and a further one point deduction.
This is only the first draft and we are open to suggestions for amending this rule regarding the number of divisions, the number of players or the number of matches before the rule comes into effect.

Proposed Constitutional Changes GM 27th August 2015
The proposer or seconder has to be present at the GM for the motion to be debated. If there isn't a seconder then one will be asked for at the GM. If one is not forthcoming then again the motion will not be debated.
1. To be registered with the CAPL as a new team, no more than two players must meet the following criteria
I. Having performed in a division 3 or more above the lowest division in the CAPL
II.Performance at a higher division is determined by: a.Having played in any of the previous 4 seasons and b.Playing a total of ten frames in the above time frame and c. Achieving 40% wins in those frames A player can play a maximum of three league matches before this rule is applied.
Should three or more players in a new team fulfil these criteria, and play 4 or more matches individually, each frame participated in will be considered to be fielding an ineligible player and the standard rule for player ineligibility will apply.

2. A minimum standard should be set for the table and surrounding area for any venue applying to participate in the CAPL. Proposer: Mark Roberts Seconder ?
3. Contrary to WEPF rules, players may touch the table during their partners visit in doubles and trebles matches Proposer - Jordan Lemmon
4. The majority of players at any CAPL competition will determine which of the sets of balls available at a venue are used for the duration of the competition at that venue. A coin toss will resolve which to use in the event of a tie Proposer: Committee
5. A team’s home venue must be within a 10 mile radius from CSC (as shown on the attached diagram) to be eligible for entry to the CAPL. Proposer: Committee
6. The Winners/Runners up of the Team KO should be considered for representation of the CAPL at Champion of Champions. Proposer Dave Waghorn Seconder Jordan Lemmon
Amended proposal: Committee –
Winners of the team KO will represent the CAPL at Champions of Champions. In the event of the same team winning the CAPL Premier League and the Team KO, CoC qualification will revert to the process for qualification through the league.
AOB –
1. Make registration night a different night of the week and thus free up another Thursday for competitions. Proposer: Mark Roberts Seconder ?
Amended proposal: Move all competitions to Monday night. Proposer Mark Golden Seconder: Stephen MacDonald
2. Increase the cost of all competitions by £1 per person. Proposer: Mark Golden
3. The loser of a frame in the first 6 frames may voluntarily offer a drink to the winner of the frame. Proposer: Darren Clarke Seconder ?
