The following proposals have been received for debate at the AGM at 8pm on Thursday 6th March at CSC.
Proposer: Drew Miley Seconder: Matt Foot
If, after playing in one or more matches, a team withdraws from CAPL with games outstanding, they shall be deemed to have filled one of the two relegation spots for that division. Passed.
Proposer: Steve Griffiths Seconder: Tim Wilson
Instead of a 7-0 win over a team that forfeits it’s made 8-0. As long as a signed score card is sent from the non-offending team then hotshots could be awarded like so. First 6 players written down all receive 1 hotshot each, the 2 remaining hotshots are awarded to the 2 players highest in the hotshot rankings from that team, but ONLY if a scorecard is sent otherwise no hotshots awarded. Rejected.
Proposer: Committee
Section 22 Point 3 currently reads as follows;
No hotshots will be awarded for forfeited frames/matches. If the above is approved then this needs removing. If it is rejected and the status quo remains then we need to remove frames. Still award hotshots for frames that aren't played.

We formally recognise the existing situation where well over 50% of CAPL matches are played without using a timer, by adding the following words at the end of Section 14 (14) : "(unless both Captains agree before the match starts, to play without a timer)"
N.B. Current: 14. (14): "Teams not refereeing will provide a timekeeper, who will act as the second referee." Passed. Once decision made then cannot change it on the night.

The constitution currently reads
Section 24 Point 29. For first round matches only, one member of a pair/trio may be replaced by another player from the same venue who fits all eligibility criteria, and has not already entered the competition as part of another team. This new pair/trio must then remain together for the rest of the competition.
I propose this is altered slightly so that a pair or trio can replace one player once authorised by the competition secretary via txt or email prior to the competition 1st round (therefore there can be a paper trail). Passed.

Teams wishing to change venue during a season should have to pay the registration fee back if the original venue paid it. Also a £20 administration charge will be applied. In addition, they will still be known by the original venue name for the remainder of the season. If prior to the start of the following season the team splits into two then the current rules will apply as per section 20 point 5.
“When a team splits the decision as to which element should retain the original team’s position in the league will be based on the following in the order listed; Mutual agreement between the original team players, the team which will remain at the original team’s venue, the faction who’s players from the original team total the most number of frames played in the previous season.”
The venue where they started the previous season is classed as the original venue. Passed, a split has to be at least three players.

The Interleague registration fee (currently £35) for any teams where all of the players in an interleague team are from the CAPL should be paid by the CAPL. Also we could look at giving £50 per team that make Yarmouth, and also pay for the winners and runners up to go to C of C, rather than just the winners. Agreed to pay for all C of C qualifiers.

Propose to stop buying drinks and providing food.
Propose to move the start time of matches to 8pm.
Propose to scrap the draw and have a one frame play off with each team nominating one player.
Propose to have a maximum of two teams from any one venue in any division. All rejected.
