My second question about the rules, does it matter if you put the reds where the yellows are and vice versa? If it does matter, is there a potential foul if your ref racks them up like that?

From what i've heard (from EPA refs) there is no specific 'colour code' as long as the pattern is correct.
If the player noticed the pattern is wrong they can point this out to the ref before the start of the frame. It is also the refs job to make sure they are set up in the right order.
It is a foul if broken when in the wrong order, however i'm not sure on what the situation would be on this as it was the refs jobs to set them up correctly, even if they player can comment on the pattern.

I would have also thought that as long as the pattern is correct then it shouldn't matter but have seen this questioned in the past. So thats why I am looking for some clarity.

Officially the reds are at the front of the rack as stated in the rules but there's no penalty if a player breaks with the yellows there...
